Questions & answers

How collection and remedial work is actually done

Straight answers for compliance officers, remedial committees and borrowers — on lawful conduct, endorsement, foreclosure, repossession and data handling in the Philippines.

Working with the agency

What does Prime Results Payment Collection do?

+

Prime Results Payment Collection & Remedial Administration Agency OPC (PRPC) is a Philippine business-to-business collection and remedial administration agency. It works delinquent accounts endorsed by banks, financing companies and lending institutions across four units: collections and remedial management, housing foreclosure, auto recovery and repossession, and property search and credit investigation.

How are accounts endorsed to the agency?

+

Portfolios are transmitted through the institution's secure channel under a signed service agreement and data-sharing arrangement. Endorsements are acknowledged within four hours, and each account is validated, deduplicated, profiled and assigned to the responsible unit within 24 hours of receipt.

Does PRPC buy debt or lend money?

+

No. PRPC is not a lender and does not purchase debt. It acts only as an agent on accounts endorsed by the institution that owns them, and it does not accept collection instructions from individuals.

What reporting do partner institutions receive?

+

Status reporting on agreed cycles covering contactability, promise-to-pay, payment posting, field visit results and exception cases, plus a full audit trail per account that internal auditors can reconcile line by line.

How are collections remitted?

+

Borrower payments are directed to the institution's own channels wherever possible. Amounts received by the agency are remitted within the agreed terms with per-account supporting documentation.

Lawful conduct

What can a collection agency legally do in the Philippines?

+

A collection agency may contact a borrower at reasonable hours to demand payment, negotiate restructuring or settlement within the creditor's authority, verify addresses and employment through lawful sources, and pursue foreclosure or judicial remedies on the creditor's behalf. It must identify itself truthfully and keep the account confidential.

What is a collection agency not allowed to do?

+

It may not use threats, violence, obscenities or harassment; may not disclose the debt to employers, relatives or neighbours; may not misrepresent itself as a lawyer, court officer or law enforcement; may not publish shame lists or contact a borrower's entire phone book; and may not seize property without either voluntary surrender or a court order.

Can a vehicle be repossessed without a court order?

+

Only through the borrower's voluntary surrender, evidenced by a signed deed. If surrender is refused, recovery must proceed judicially through replevin. PRPC never takes a unit by force, stealth or intimidation.

What happens if a borrower complains about conduct?

+

Every contact is logged. Complaints are escalated to agency management, investigated against the contact log and reported back to the endorsing institution with the findings and any corrective action taken.

Data privacy

How is borrower information protected?

+

All handling follows the Philippine Data Privacy Act of 2012 (RA 10173). Access is role-restricted under confidentiality undertakings, records are retained only for the agreed engagement period, and technical and organisational security measures apply throughout. A Data Protection Officer is available to partner compliance teams.

What rights does a borrower have over their data?

+

Under RA 10173, data subjects have the right to be informed, to access their data, to object, to have data corrected, to erasure or blocking in defined circumstances, to damages, and to file a complaint with the National Privacy Commission.

Who is the Data Protection Officer?

+

Mr. Alexis S. San Luis II. Data subject requests, corrections and complaints may be sent to prpcmanagement@gmail.com and are answered within the period required by law.

Coverage and engagement

Which areas does PRPC cover?

+

The agency is based in Bacoor, Cavite, with field coverage across Metro Manila, the rest of Cavite, Laguna, Batangas, Rizal, Quezon, Bulacan and Pampanga. Coverage outside these areas can be arranged per portfolio.

How long does it take to start an engagement?

+

Once portfolio details are received, a workplan is returned within three working days. Onboarding covers the service agreement, data-sharing arrangement, reporting format, escalation matrix and agreed service levels before the first account is worked.

Is there a minimum portfolio size?

+

No fixed minimum. Scope, service levels and commercial terms are set per engagement based on portfolio size, delinquency profile and geography.
